HOUSING RESOURCE FAIR

Thank you to those that attended the Housing Resource Fair. A list of participating agencies is below along with information corresponding to available programs that may assist you and your housing need.

ECONOMIC GROWTH CORPORATION

Economic Growth Corporation (GROWTH) is providing application assistance to those applying for the Illinois Homeowners Assistance Fund (ILHAF) and the Illinois Court Based Rental Assistance Program (CBRAP).

As a HUD-approved housing counseling agency, GROWTH's services are free for Illinois residents. Those participating in the ILHAF program can contact GROWTH to received the housing counseling needed for the application. 

Additionally, GROWTH administers various single family rehabilitation programs that are funded by the Illinois Housing Development Authority, including vital health and safety repairs to an owner-occupied home or accessibility improvements to an owner-occupied home in Illinois.

GROWTH also provides homebuyer education and administers various downpayment assistance programs to help encouraged homeownership in Illinois.

Illinois Homeowners Assistance Fund 

The Illinois Emergency Homeowner Assistance Fund (ILHAF) program is now accepting applications for assistance!

The Illinois Emergency Homeowner Assistance Fund (ILHAF) provides up to $60,000 in mortgage assistance to eligible homeowners — paid directly to the servicer, taxing body or other approved entity. If you need immediate assistance with housing expenses due to a pending foreclosure, or assistance completing an application, please contact a legal aid organization or GROWTH, as a HUD-approved housing counseling agency right away.

PROJECT NOW

Low Income Home Energy Assistance Program (LIHEAP) provides utility assistance to residents in poverty in Henry, Mercer, and Rock Island counties. Funded by the Illinois Department of Economic Opportunity, LIHEAP offers the following programs:
  • One Time Benefit Payment
  • Percentage of Income Payment Plan (PIPP)
  • Reconnection Assistance
  • Emergency Furnace Assistance​

Illinois Court-Based Rental Assistance Program

The Illinois Court-Based Rental Assistance Program (CBRAP) provides funding to Illinois tenants and landlords across the state who have pending cases in eviction court. The program is only available to litigants in eviction court. Applicants may qualify for up to $25,000 in emergency rental payments that can include up to 15 months of past-due rent and 3 months of future rent payments to prevent eviction.

Prairie State Legal Services

Prairie State Legal Services offers free legal services for low-income persons and those age 60 and over who have serious civil legal problems and need legal help to solve them. There are 11 office locations serving 36 counties in northern Illinois.

Humility Homes & Services

Humility Homes and Services, Inc. is committed to ending homelessness by offering housing opportunities and supportive services in the greater Quad Cities area.

Illinois Housing Development Authority

IHDA (www.ihda.org) is a self-supporting state agency that finances the creation and the preservation of affordable housing across Illinois. It is the administrator of the ILHAF and CBRAP programs, and applicants will be applying for assistance directly through IHDA.Since its creation in 1967, IHDA has allocated $18 billion and financed approximately 255,000 affordable housing units for residents of Illinois.

As of November 14, nearly $1.02 billion in emergency rental assistance provided by Congress to the state of Illinois has been distributed to 137,372 households since 2020.

ILHAF is funded through an appropriation in the federal American Rescue Plan Act of 2021, which was signed into law in March 2021. The $1.9 trillion economic stimulus relief designed to speed up recovery from the COVID-19 pandemic included $9.96 billion allocated for state territories, tribes and the Department of Hawaiian Homelands. The state of Illinois was allocated $386.9 million which was appropriated to IHDA by the Illinois General Assembly.
